Hi I had a similar problem, but with the eggs from Belgium to Slovakia where I live, the envelope was also opened and then taped, but the eggs from the sender were missing. The sender could not explain that either, because he packed them and sent them correctly. 
Belgium as well as Slovakia is in the EU, so I do not know why there is such a problem. after transport, where the bale is thrown, defective individuals will hatch. Regards Peter.
